East Side Access is one of the largest transportation infrastructure projects currently underway in the United States with a history that reaches back to the 1950s when discussions were first held regarding regional transportation planning.
The project encompasses work in multiple locations in Manhattan, Queens and the Bronx and includes more than 11 miles of tunneling. When completed, East Side Access will serve approximately 162,000 customers a day, providing a faster and easier commute from Long Island and Queens to the east side of Manhattan in a new 8-track terminal and concourse below Grand Central Terminal. The revised budget for the East Side Access project is $10.178 billion.
The required construction and fit-out for the new LIRR Grand Central Terminal Station Caverns and track are located throughout the East Side Access Tunnel system.
The project scope includes the construction of the Grand Central Terminal Station Caverns and the installation of the tracks and special track work in the tunnels and GCT Caverns. The Cavern work includes fabrication and construction of the permanent structural concrete lining, interior structures, and fit-out of the cavern spaces. The contract value is $670 Million and includes installation of all tracks, special track work and third rail from south of the south end of the stations, through the GCT Caverns, and through the tunnel portals in Queens.
JPCL has been retained to provide special inspections and material testing services for concrete, rebar, masonry, structural steel welding and bolting, fire stopping, and soil compaction to ensure regulatory compliance and adherence to specifications. All project reports are prepared and submitted as per MTA requirements.
JPCL was retained to perform the required mechanical inspections and testing of piping & pipe supports, ducts & equipment installations including plumbing, HVAC, air handling, motors & controllers, pumps, fans, heat exchangers, HVAC instrumentation, fire protection, tunnel ventilation, and storm drainage systems according to all required specifications. JPCL is to perform the required electrical inspections and testing of wires, cables, splices, switches, raceways, cable trays, grounding, bonding, lighting, transformers, circuit breakers and panel sections. Furthermore, JPCL conducted seismic testing of mechanical and electrical anchorage devices for piping, cable hangers and supports, etc.
JPCL is also responsible for field quality control sample collection and testing activities at the batch plant and/or job site, performs the testing and reporting required of the collected samples of concrete and prepares test reports as required for the installation of structural steel. JPCL serves as the Special Inspector of Record for this project.
